On behalf of the BSF Team and myself I would like to wish everyone who logs onto the BSF Blog a very happy and prosperous New Year. 2008 promises to be an exciting and busy year for the BSF Team, as we intend to meet all our targets, objectives and obligations to maximize positive outcomes for the North Lincolnshire BSF Strategy.
I hope that you enjoy your New Year celebrations and that 2008 brings you good health, happiness and all that you wish for.

BSF Procurement Process, PQQ Outcomes..............
Good afternoon everybody.
I hope that you have had a good Christmas and are getting ready to celebrate the New Year! 2008 promises to be a very memorable one for the BSF Team and North Lincolnshire's BSF Scheme and I intend to keep all Bloggers informed fully of our progress as the year unfolds.
Great to hear from Jon and thanks for providing an overview of the Procurement Process, which as he explained has already started.
I am pleased to report that the PQQ Stage is now complete and as part of the BSF Core Evaluation Team we have reported our outcomes to BSF Project Board. Ade Williamson, the BSF Director gave a full report to the BSF Project Board and their ratified outcome is great news for the North Lincolnshire Scheme. Three consortia have been taken forward to the next stage of the Procurement Process.
These are:
'C² Partnership Limited'
'Generation Education NL'
'May Gurney Limited'
These 3 Consortia will not be having a quiet, relaxing Christmas at home because they will be preparing their individual portfolios for the next stage, the ITPD Stage which begins early in January 2008.
I will you updated on the Procurement Process as it develops and evolves over the next 12 months, so keep watching this space!

Second Guest Blogger Jon Hogg, Procurement Manager.....
Good evening and Merry Christmas to everyone
I am Jon Hogg the BSF Procurement Manager and the Principal Local Authority Legal Representative on the BSF Team.
My role within the BSF Team is multifaceted, with a major part being the Procurement Manager, leading and guiding the Procurement Process, which will select the ultimate Consortium to deliver our BSF Scheme.
As a team we have been working earnestly since August 2007 on the Procurement Process to enable a successful Consortium to deliver
The Procurement Process has a number of stages which form a continuous pathway to the final selection of the successful Consortium. The first stage is the PQQ Stage (Pre Qualification Questionnaire Stage) in which Consortiums are asked to complete a specialised and focused questionnaire, setting out their suitability and capability to undertake the construction and equipping of schools in Wave 3. On submission, these questionnaires, are evaluated by a BSF Core Evaluation Team within the BSF Team.
The next stage is the ITPD Stage( Invitation To Participate in Dialogue Stage ) in which each Consortium is requested to submit a focused portfolio of information from a special brief designed and evaluated by the BSF Core Evaluation Team. Following evaluation, successful Consortiums will proceed into the next stage
This is the ITCD Stage, (Invitation to Continue in Dialogue Stage) This stage provides the Consortiums with opportunities to develop their ideas on how the BSF Scheme will be successfully delivered. This stage will be subject to further evaluation by the Core Evaluation Team and with an additional input from representatives from the schools in the programme.
At every stage, progress and evaluation reports are submitted to the North Lincolnshire BSF Project Board, which is the Strategic Management Group which has governance over the Strategy. The Procurement Process will continue through to Autumn 2008 when an ultimate preferred consortium will be announced to deliver the North Lincolnshire BSF Scheme.
I hope that this has given you a brief overview of the Procurement Process and as you can see we have a very busy year infront of us.
